Job Summary
The Senior Manager, OSE PMO – China is accountable for the strategic leadership, governance, and end-to-end delivery of the Our Store Evolution (OSE) transformation in China. This role leads OSE as an enterprise-level program, overseeing multiple workstreams and partners to ensure scalable, sustainable organizational outcomes aligned with China business priorities and global Retail Workforce Strategy.
This role elevates OSE from execution-focused project management to senior program and change leadership, with accountability for multi-year planning, executive alignment, financial stewardship, and organizational adoption.
Key Responsibilities
Program Leadership & Strategy
• Lead OSE China as a strategic program, managing interconnected initiatives from initiation through stabilization and value realization.
• Define and maintain the program vision, roadmap, success metrics, milestones, and dependencies.
• Translate global OSE strategy into China-specific execution plans, considering market complexity, store formats, and growth trajectory.
• Ensure program outcomes support guest experience, workforce effectiveness, and commercial performance.
Governance & Executive Stakeholder Management
• Design and operate a strong program governance framework, including decision rights, escalation paths, and leadership forums.
• Partner with senior leaders and stakeholders to drive alignment, secure approvals, and manage strategic trade-offs.
• Deliver concise, insight-driven executive communications, highlighting progress, risks, mitigations, and decisions required.
Financial & Resource Management
• Own multi-year financial planning, including AOP guidance, funding models, and phasing.
• Manage program budget forecasting, tracking, and optimization across all OSE workstreams.
• Ensure effective deployment of internal and external resources to support delivery at scale.
Cross-Functional Execution
• Lead and influence cross-functional partners across Retail, P&C, Org Design, Compensation, Retail Planning & Analytics, Technology, Legal, and Learning, etc.
• Drive disciplined execution using enterprise program management methodologies.
• Actively manage dependencies, risks, and constraints across teams and initiatives.
Change Management & Transformation
• Develop and execute a holistic change management strategy spanning communication, engagement, training, and readiness.
• Partner with P&C and Learning to enable leaders and educators to operate successfully in the future state.
• Monitor adoption and performance post-launch; adjust approaches based on insights and analytics.
PMO Excellence & Ways of Working
• Establish OSE PMO standards, rhythms, tools, and best practices aligned with enterprise expectations.
• Maintain a centralized, transparent program knowledge hub (e.g., SharePoint).
• Drive continuous improvement through lessons learned, retrospectives, and performance insights.
Qualifications & Experience
• Preferred: 8–10+ years of progressive experience in program or project management.
• Proven track record delivering complex, multi-year transformation programs.
• Strong experience in organizational change, business transformation, org design, or workforce strategy.
• Demonstrated ability to influence senior leaders and lead without direct authority.
• High level of comfort operating in ambiguity and balancing strategic with operational demands.
• Strong financial and analytical capability.
• Experience in retail, consumer, or multi-site operational environments strongly preferred.
• Bachelor’s degree required; PMP or equivalent certification preferred.
• Fluent in English and Mandarin (spoken and written).
